Janine has nearly 20 years experience advising Fortune 500 companies in telecom and IT matters.

Janine advises clients on their purchase and sale of IPv4 assets, with an emphasis on helping clients navigate applicable regional Internet registry policies when structuring and executing their transactions.   She is responsible for market research at Avenue4, providing expertise on global transactions and pricing, supply and demand, RIR policies, and historical and current trends in IPv6 migration.

Prior to Avenue4, Janine was a partner at information technology and communications law firm, Levine, Blaszak, Block & Boothby (“LB3”).  In addition to working with Marc Lindsey to grow the firm’s IPv4 practice, Janine spent nearly two decades representing Fortune 500 companies and non-profit institutions in all stages of contract negotiations, from working with clients to develop procurement strategies and select vendors, to serving as lead negotiator for large deals involving domestic and global telecommunications and technology services and products. Janine also represented clients in billing and payment disputes with their vendors.

While at LB3, Janine participated in a variety of regulatory proceedings implementing the Telecommunications Act of 1996 and counseled clients on payphone compensation issues and disability access standards. She published articles concerning the negotiation of contract terms and techniques for maximizing negotiating leverage, and has been a featured speaker at conferences on negotiating enterprise communications deals.
