Should the IANA functions be split in two?

In March 2014, the National Telecommunications and Information Administration (NTIA) announced that it will transition its oversight of the Internet Assigned Number Authority (IANA) functions to the global community. IANA functions cover both IP number resources and domain names. Milton Mueller offers a summary of the IANA transition, and its implications.
